The Site

The proposed SGBP is located within the Wollondilly Shire between the southern railway line and Moreton Park Road, Menangle.

The site is approximately 10km from the Campbelltown-Macarthur strategic centre, 30km from Liverpool CBD, 44km from Parramatta CBD and 53km from Sydney CBD. The site is also approximately 28km from the future Western Sydney International Airport and Bradfield City Centre which is earmarked to become Sydney’s third CBD.

It comprises of predominantly cleared rural lands that experience minimal agricultural activity and is strategically situated at the future planned intersection of the Hume Motorway and Outer Sydney Orbital (OSO), an an area identified by the State Government as a future employment precinct.

The Proposal

Mirvac has lodged a Planning Proposal with Council to amend the Wollondilly Local Environmental Plan 2011 (WLEP 2011) to rezone approximately 150 hectares to permit employment land uses and enable the delivery of the SGBP.
The SGBP proposal includes the up front delivery of a new interchange with the Hume Motorway at the existing Moreton Park Road overpass which will provide direct access to the SGBP from the motorway.

As this initial Planning Proposal is to rezone the land only, if approved Mirvac will determine how best to take the project forward.
This will likely include a series of staged Development Applications (DAs) for the roads, drainage and services works, along with the buildings which will include further supporting technical assessments, more detailed designs and further community consultation.



Benefits Delivered

Economic Growth:

The vision for the SGBP is to leverage its strategic location between the Hume Motorway, southern railway line and future OSO to deliver a thriving employment hub for the Wollondilly Shire and the Greater Macarthur Growth Area (GMGA). It will attract greater investment and new industry into Wollondilly, boosting the transport, postal, warehousing and wholesale trade industries. Currently, 73% of Wollondilly Shire’s workforce travel beyond the Shire for work. More local jobs are therefore required to improve self-containment for both existing and future residents. Public Space:

As part of its Planning Proposal, Mirvac conducted a Social and Health Impact report to identify how the SGBP could benefit the local community. This report identified an increase in access to open space that encourages active and sustainable movement as a key benefit. This is proposed to be incorporated into the SGBP through:

Greater Connectivity:

The delivery of a new interchange with the Hume Motorway at the existing Moreton Park Road overpass will provide direct access to the site and, with the State Government’s future proposed east west connection over the Nepean River, connect Menangle to the GMGA. This east west connection between Appin Road and Menangle Road will provide greater access and connectivity to the proposed amenity within the GMGA such as retail, tertiary education, health services and transport hubs for the local Menangle community.



What is this proposal for?

This proposal includes the rezoning of approximately 150 hectares of RU1 Primary Production and RU2 Rural Landscape land to E4 General Industrial zoning with supporting RE1 Public Recreation and an SP2 Infrastructure Zone for an electrical zone substation. It currently comprises of predominantly cleared rural lands that experience minimal agricultural activity. The E4 General Industrial zone permits a range of commercial, industrial and warehouse land uses with a focus on generating employment opportunities.

How many warehouses are you building?

This initial planning proposal is for the rezoning of land only with all built form depicted in the planning proposal documents being conceptual and subject to future applications.

The exact number of buildings will therefore be established during the future built form applications, subject to approval of the rezoning.

Are you targeting any sustainability initiatives?

In line with Mirvac’s leading sustainability commitments, Mirvac has established specific sustainability aspirations for SGBP. These include, but are not limited to:

- Offsetting of all upfront embodied carbon to ensure a carbon positive development.

- Climate Active Certification of each building once operational.

- Certifying each building as 5 Star through the Green Star Buildings rating system.

- The removal of fossil fuel use throughout the precinct.

- Installation of Onsite generation of energy with a minimum of 200kW per site.

- Large rainwater collection, storage and reuse systems for the precinct to reduce potable water demand.

Subject to approval of the rezoning, sustainability targets will be further assessed during Development Application stage and we are committed to seeking feedback from the community during this process.
